Notable exceptions for Dragons listed with Draco Meteor in the book before being fully evolved:
The Gible line. All three members have it listed. They're the only ones that have that quirk in the base rules.
The Luxi line, Voltasu, and Yatagaryu. Technically not in the book, but all of these Tandorian Dragons do learn it as the final level up move of their species (costing them 60+ exp), before and after evolution, so that is a method to use it that's accessible should you have them. However, that means you actually need to invest the time and exp in those pokemon...or the money in their case since that means the standard Dragon Tutor could probably teach it to them if you're willing to pay up $75 times the move's exp cost.
