That presence might be a Nucleon, given the presence of Eeveelution skeletons, but I think the Eevee skeleton also implies that not even the genetically unstable eevee is always able to survive in irradiated conditions long enough to adapt and evolve...this is some dangerous stuff...

Repairing the breach probably wouldn't fix the issue immediately, just put a stop gap on the source and prevent the issue from getting any worse than it already is.  A good idea in the long run for both the environment and the League, but it also begs the question: what would you intend to patch that hole with?  Gotta figure that out first before we can do something about that, if anything.

Indeed. As I've said before in other threads, Nuclear Power is not something to underestimate in regards to plot and story. It's destructive as hell, horrifically corrupting to anything that survives it long enough without treatment, and has the means to exponentially get worse through the spread and creation of Corrupted/Unstable Nuclear Pokemon. Pretty much makes any sufficiently strong area full of radiation a potential Pandora's Box for the unwitting or unlucky traveler(s) to stumble upon it. Overall, yikes Nuclear Power is baaaad.

Patching the hole with concrete or melted still would work to plug the radiation leek from the whole, and given the group just came from a foundry with plentiful access to both of those things..... Getting them onto the pipe might be difficult, but managable if Psychic Power could be used to telekinetic ally transfer the material onto the leek.
