I think be Regional hero who save the Region and problably the entire world from the invasion of a Primal Deoxys and be wielder of a Magical Artifact is more than enough reason to get permission to keep Nucleon with her.
But in case it might not be enough, Shiva family is professional breeders, not to mentioned respectful people. They could check Shiva background to know she would never launch a nuclear fallout with Nucleon. She even carry with her a Primal Eevee for god sake (who can change between its evolutions at will). Not to mentioned she did a lot of things for the safety of Cheshire, both human and Pokemon, like going to the ends of the Earth to find a way to stop the vines from taking control of the Cheshire region, and uncover many mysteries from Skull Ruins.
Me think there is many reasons to the League trust Nucleon safety to Shiva more than enough capable hands.
