I think be Regional hero who save the Region and problably the entire world from the invasion of a Primal Deoxys and be wielder of a Magical Artefact is more than enough reason to get permission to keep Nucleon with her.

But in case it might be enough, Shiva family is professional breeders, not to mentioned respectful people. They could check Shiva background to know she would never launch a nuclear fallout with Nucleon. She even carry with her a Primal Eevee for god sake (who can change between its evolutions at will). Not to mentioned she did a lot of things for the safety of Cheshire, both human and Pokemon, like going to the ends of the Earth to find a way to stop the vines from taking control of the Cheshire region, and uncover many mysteries from Skull Ruins.

Me think there is many reasons to the League trust Nucleon safety to Shiva more than enough capable hands.

That would likely factor into the decision to allow Shiva to be Nucleon's caretaker, but a person's character and personal desires aren't usually strong enough reasons on their own to make exceptions to international laws. 

We already know that Nuclear types are very strictly regulated in universe, and with very good reason.  Even just one slip up with Nuclear power can be devastating (as we've just seen).  Nuclear types shouldn't exist at all outside of Tandor and strictly regulated government research projects, and Almanac's research has very much born forbidden fruit, intentionally or otherwise.

Shiva's gonna need some more concrete justification for keeping Nucleon, methinks.  And again, Dagny can likely help Shiva with that if need be, and would probably be more than happy to do so as well.
