Zoroark is mostly good at Illusioning ITSELF, or at small will-o-wisp pranks. But the Frozen Roar should certainly help Shiva amplify her voice.

"Hello big and huge Cocancer!~ Please, can I ask you to stay calm and not cause a ruccus? I kinda understand that you don't enjoy that underground-stuff stored under your belly, but know that capable people are sent out to deal with this ( = he League) , so please don't make their job harder than necessary, will you?"

Cocancer doesn't think he is causing a ruckus. He shifts uncomfortably, knocking over a craggy peak or two of the crater-shape that's all that's left of the island. The more people mess around with the biggest things, like the incinerator and the (paused) nuclear sub, the more upset he becomes.

Of course, he's a bit of a threat even without being angry. Any careless movement could cave in the whole industrial complex.
