The coral shelf is a living hive of Corsola and Corsoreef, all constantly rotating and moving and grinding like gears. Small fish Pokemon take shelter in there, but bigger living things are kept out by the dangerous spikes.
The taller island is, of course, volcanic in nature! This is a safer spot than Mt. Molten, since it's surrounded by water.
