Vernon does have a Fishing Rod, although only the basic Bait at the moment. He'll drop a lure absentmindedly into the biggest puddle and settle back against a taxidermy Pokemon, pondering on why the Wilds need such rugged, militarized equipment.

His only concession to the task at hand is getting his camera ready.

Considering the overall history of Sutalor - of which you have the basics down pat - and how horrendously Lethal and Dangerous the Wilds are....well, this grade of hardware is thought to be more than warranted by the average Settler.
