Also, stealth would be Dex+Survival+Stealth? Or something else? I asking because I still 12 XP and considering increasing my survival to increase the odds and use a Will point.

Yes, at - 2 due to Pain and your Injury! Will would increase the odds, but only compound the Exhaustion you are feeling. 

If Stealth fails, you have a moment to Act (Summon 1 Pokemon or try to make a all out get away on foot towards a more populated part of the area) before one or more of the BBs rush over to try and re-Capture you at best; at worst you're back where you started, more hurt from your troubles.

Fortuna can, and if she does have the Move Fly that would be an easy way to escape the area! Still leaves you two open to 'actions of opportunity' , however! Levitate + Fortuna can also easily lift you up to the top of the building, but that is even more time for the enemy to act.

Phone won't make a sound, but A) Somebody has to give up their 2nd Encounter to help you out or greatly comprise what they can do with any 'time' remaining, and B) If they do, it'll take time for them to arrive, by which you could be screwed or be forced to resolve the situation yourself. This option is best if you intend to Hide and want to use the oncoming help as 'insurance' that the BBs will be forced into a Bind against you if the linger or find you.

Right now only Bern, Seddi, Vern, and Akamu (I think? ) have their 2nd Encounter Slots open, and only Vern is within the Boardwalk area to make a 'quick' arrival to help. Vern and/or Seddi would have to give up at least 1 Encounter to help out, and 2 Encounters from Seddi if @Dragonstrike wants him to 'so happen' to be Exploring Boardwalk during Dawn / E1 so that he's in the Area to quickly respond during Morning / E2. In either case the two would Forfeit the Tour, having to reschedule it to ANOTHER Day or Time Slot. Akamu is uncertain, since I don't remember if he's on his First or Second Encounter and what part of the city he's in right now.
