The fellow shrugs while his Wailmer has a thoughtful look about the hypothetical situation. On the one hand being a 'small' Wailord would detract from its species greatest strength (BULK), but on the other hand it would mean less food bills for their Master and greater ease of just...finding places where they could hang out that was not the coast or some specific buildings/areas. Something for you to think about, if you one day get a big blue of your own.
As for your Questions: Once you Qualify for a Tier, you're free to either use the same Pokemon throughout the competition or switch things up. For the Spectacle Categories their are pros and cons for either strategy. For 'Solos' , if you have a Mon that is REALLY good at Performing and/or you got a good rapport and Performance(s) practiced with them then you're focusing your energy and efforts into a singular, strong contender. The cons, however, is that this can tire out most Mons, make you predictable to the Competition, and the judges themselves can grow bored or disinterested if you don't have a vast repitore of Routines with you Mon or a lot of creativity.
For 'Full' , you have your whole team to draw from in terms of experience and capability for an act - one could be Pwee's Dive Bomb for one Round, then Munchlax doing a Juggling Routine or Something the next, for example. However in that case your whole run is dependent on your whole team being up to snuff, and as we all know a chain is only as strong as its weakest link...
You don't have to fully commit to either style, but with the First Stage of the Bronze Spectacle Competition you'll have to decide if you want to repeat Pwee's Routine, come up with something different with him, or use another Mon entirely. Hmm...decisions decisions....
