Yes, yes he does indeed still need medical assistence: No immediate emergency-care anymore since the FullRestore cared for the severe wound and Fayette cleared the shock and emotional wounds to a good degree, BUT Bern probably needs blood transfusions and you said you wanted to give re-attaching his Gauntlet a try. Unless such an operation either takes too much time or is not possible within the war zone, in that case Bern will find trained professionals for this.

Full Restores full restores, including replacing biological matter and generally filling up basic energy reserves for the patient to be 'fighting fit' afterwards. So Bern wouldn't need transfusions unless he has an underlying medical condition that screws with a FR's ability to replenish blood or something.

Attaching the Gauntlet would be time consuming enough to let the Super Boss and/or its Leaders have a chance to Do Stuff, since such a procedure in its entirety would be fairly length and comprehensive time-wise to pull off  with any degree of acceptability. Even a Healer with turbo charged Insight and MAGIC like Oz (as Zoeti) can't rush things, especially seeing as she's not the most adept at surgeries YET.
