i dont think it will fit the story at all.
the punks event was good because it fit their theme, they came from the internet so it made sense that you would randomly get to them by interacting with computers.
however, Zephy is supposedly "The Inspiration Pokemon" and according to the lore from the wiki its supposed to appear on the mind of artists and the like. from all the storylines that were left incomplete for the final game the most that makes senser for it is the one with the dreaming child.
think of it, Zephy appears on the dreams and imagination of people in order to get them the inspiration spark so they can do great works of art. its a bit like the Darkrai/Crescelia event in the gen 4 games.
that's i think the best starting point for the Zephy event, like, after finishing the league and returning to Venisi you find the Dr. with Musharna in the house trying to figure out what's happening with the child so in order to help Musharna helps you enter the dream. it would be in an instanced location, and maybe by talking with the girl she gives you clues of where Zephy is hiding. it could be even be like the Mew chasing event in the gen 3 games, so Zephy plays a bit with you before getting into battle.
