I know. Via "spoiling" I meant that I would find it rather unfair that he would own something that the regular player would never have, unless they'd engage in cheating. (Should have made it more clear in the first place, sorry) It would make Nep... even more of a cross-border commuter.
Plus, if Nep's prices for one pokemon were deemed too high, it'd be a decent compromise so the player wouldn't go broke in a day or two.
Now you have me thinking of what's going to happen to the nuclear pokemon that were caught. They will probably be kept in captivity for the rest of their lives. Hmm... I suppose if Nep had to be somewhat lawful in his intentions... I guess he could be trying to breed nuclear pokemon with a secondary goal in mind: to show the world (or at least Tandor) that stable nuclear pokemon are not only safe to have wandering the isolated area (prolly an island), but having a strong one would be valuable when the power plants have to be checked out. Not only can they withstand the strong radiation in the area (such as in Zeta and probably Omicron), but they could reliably fend off any wild nuclear pokemon in the area. Using normal pokemon would put the mons at too much risk.
Cons:
Purifying recently caught nuclear pokemon would work as well, though you wouldn't know how powerful they are until you catch them.
There are stable nuclear pokemon already that can protect you.
Too small a pool of people who would have legit in-game benefits from having nuclear pokemon.
Team Rocket or the like would probably steal all of Nep's pokemon.
And Nep would prolly ignore all of those cons just because he really, *really* wants that shiny nuclear Eevee.

Last thought: if you just need at least one stable nuclear parent in order to breed for a nuclear type, then perhaps Nep doesn't necessarily have to have his post near a power plant. It could be out in East Tandor, on one of the unknown islands. It would be a safer place for breeding, especially if the nuclear hatchlings were stable right off the bat.
