They look enough like Delta forms on Pkm Insurgence, so I'm guessing the inspirations are from there. And Delta Pokemons on Insurgence can:

have different typing(s), evolve, they just can't breed

So I'd assume the same for these two.

To go more into about Delta forms, it was explained on Pkm Insurgence that
