Nope.  He's disappeared completely, having been 'scared off' by Reiner.  Now what you're going to do is pick from the list of available encounters (Windos can give ya more details on each one if need be).  Reiner is heading back to the Center to turn in for the night (and talk with those waiting for him there) since he's done with everything he needs to do for the day, but there's still two encounter slots remaining for the day

That ones: Encounters: Mask Salesman, Officer Samael (Difficulty: Moderate, reward $2000, 1 Pokémon, 1 Controband Item), Agemi Strans (He's walking to his hotel suite with only his own Pokémon out) , Lights Stand , Gambler Robin (Difficulty: Easy Reward: Depends on what you bet on.)?

Not quite. I'll do the roll, and you will see what I exactly mean. You are getting their, though! Also, you do NOT have 4 Survival; You have what I put on your character sheet, which is 2 Fight and 4 Knowledge. 0 in survival until you level that up, mate.
