I'd actually argue that Transform can only make the user as strong as their target, not stronger, due to the nature of the attack's effects.  But I doubt Mew would appreciate the mimicry either way. Particularly since she's still got at least a little of her incredible and terribbly dangerous power.

Reasonable argument to make, mate, but I'd make it so that Transforming into a legendary actually copies their full Attributes (Except Vitality) and Move list, but not their maximum HP nor inherent control/knowledge of their unique powers. The ability Gasper's copied from a Legend will also being either nerfed on non-functional, depending on how powerful it would normally be. Mew's burnt out and has most of her power sealed, due to the stress and trauma put on her body and mind, but Gasper has none of those hang up, so...yeah. In this case, the copycat work is superior to the original....at least in some aspects. Mew would NOT take such a development well regardless, though, so let's not have her experience another rage episode of this!

I was thinking something Windos....since Arial is knock out and in hospital I could use Gaspar to interact since he is my Pokemon and he is more smart then any Pokemon?

Normally, no, since all Pokémon are under the DM's control when their are not explicitly ordered around by their trainer/ interacting in a flavorful/non-critical manners. I'm willing to allow you this, however, since that I'm not going to be posting for at least another 3 or four days while I get everything sorted out, ideas created, and settled down a bit. Might as well let you have some agency to make your own fun, rather than just wait indefinitely.
