Alright guys, as much as I would like to update the game thread tonight, I have a lot of studying and busy work that needs to get done in relatively short order, so its going to likely be awhile before I can get to your posts. I already have everything thought out for the both of them, though, so it should take me long to get them down once I get started on them!

Holy God. When you say Sekmet its a reactor Thermonuclear, I couldnt imagine you mean literally! I will need be very carefull if someday I use that move...perhaps as a last resource move.

You know, I've been thinking about all the Pokémon you guys have gathered thus far on the adventure, and its still somewhat startling to see how many you've caught and 'caught' over time now that I think about it! To review:
Reiner's managed to naturally catch/trade/gifted for a Shiny Persain, Yang, a Tarous, Shelldar/Cloyster (May she rest in peace....) , Rhyxemplar, Empirilla (Now Arial's!) , GTH Beedrill , Rida/Poe, and technically Buzzwole (If you count 'killing' it and capture its 'remains' as that) . Mew could also count as well, but I doubt she'd appreciate being listed as loot.......were she not a vegetable , that is, so on the list she goes!
The stolen/'stolen' Pokémon he's acquired would be Growlithe (Now an Arcanine and back with his owner!) , Doduo (Now dead and part of Emily), Raijin and Yggdrisl (One his, the other killed before they could fully turn coat), Breloom and Shiintonic (Soon to be traded away for something nice~), and Metagross . We could also count Clair's as well, but since he's more or less decided to hold them for the time being/they would try to murder him if he ever used them without heavy brainwashing.....yeah, they don't really count.
Kyubi is.....weird, given that she's completely dedicated towards Reiner, but at the same time is also completely free from his control outside her own desires to follow him/be his mate. Technically he ended up inherenting her from Archie due to her dying via crossfire, so half and half?
As Angelica is his servent/thrall, all her Pokémon could be considered his as well, among other things she owns.
Arial, meanwhile, has naturally capture/been gifted: Xenoqueen (Yikes!), Shiny Gligar (Though they still consider themselves a free Pokémon), and Emprilla (Gift!)
The Pokémon he's ended up stealing were Pigeot, Kangashkhan, Excadrill, Carracosta (Techincally), Smeargle, and Gogoat
Riza's essentially become quite attached to our somewhat matured madmen, so Beautifly, Shedninja, Volcarona, and Yanmega are also under his beck and call to wreck shit as he pleases, though they still answer to their master/friend first and foremost.
Making comparisons, Riener has had far more luck/opportunity just getting Pokémon rather than steal them, but whenever does steal some they more often than don't stay with him for long one way or another, or weird stuff happens (Hello yet again, Kyubi!)
Meanwhile, Arial's had relatively small opportunities to capture/acquire Pokémon non-illegally, but the few he has are more or less pretty happy with them, while he's managed to steal FAR more Pokémon and actually bloody well keep them in his possession.
Comparing companions, Angelica can get away with a lot more with her normality and police job, but is also limited by her lack of free will and also her job, while Riza has greater applications for total bastardry/conniving theft, but is hampered by being a freak of nature with a need for blood in her diet. Pokémon wise both are sitting pretty good, with Angelica's geared towards passivity while Riza's is all out assault
All in all, without comparing their Attributes or consideration towards their respective accomplishment this past week, Arial could be considered the more successful Team Rocket Grunt in terms of being an actual criminal (albeit a bumbling/crazy one), while Reiner is just plan more resourceful due to the opportunities/more time out in the field. All Arial really needs is more Pokémon he can freely swap in and out of his party that will listen to him and a little more time to catch up in Attributes, and he'll be roughly on par with Reiner in no time, if not exceed him in terms of being a actual bad guy willing to do horrible, horrible things. Of course, with multiple Legendary support and being the designated Cursed Arm Collector, they'll pretty much always have to spotlight on them regardless, unless/until Arial gets similar status himself. Tough lead to follow, am I right?

The best criminals don't look like one at all, no? The Executives didn't get to where they were by making it super obvious they're a part of Team Rocket, after all. That resourcefulness is what puts them all on top.

Hang on there, Windos. Cooler only had 4 HP left after Round 1 due to Leech Seed, so he's KOed after that amazing Crunch 1 (Gaspar) and Gaspar has 7 HP still instead of being KOed.

Dont the fact he have a pokemon who mimic any other pokemon even legendaries (but this one is a dangerous move and might screw both of them) and have resistance against mind read. Unless that person have highter mental powers, like Mew in her full original powers. And his ability masoquist to ignore/love pain. I doubt he will be in the same level of Reiner because:
1 - Reiner and Mew itself in his side.
2 - Psychic abilities
3 - A Cursed Arm who can instant kill someone or let someone badly hurt.
After everything that happen, Arial might avoid do crazy things for a while.

Don't forget conditional orders are a thing as well. That's how you'll get the most out of Evasion orders, sine it removes some of the guesswork as to when the moves you're trying to dodge will be used. You can also put in conditional orders for healing with items.
It makes typing up and interpreting orders a bit more complicated, but the payout is oh so worth it.
