problem evolving gligar

hi guys 

i seem to be having a problem evolving gligar to gliscor, im leveling up at night whilst gligar is holding the razor fang and nothing is happening

What time are you trying to evolve it? I can't seem to find anything that shows how the actual day/night cycle is for Uranium, but maybe it's not late enough to be considered night yet. Try after 8pm or 9pm.

well i tried at 7pm in the uk (if that makes a difference) ill try again in abit

The actual time zone you're in shouldn't make a difference -- it goes on whatever time your clock is set for.  Try again after 8pm, and it should work.  (I'm going for 8pm because it seems like that's when the building lights come on -- that might be an indication that it's officially "night")

Night in Uranium starts when the lights get turned on in any town except Tsukinami, where they don't light lantern by magic, which is weird... But anyway, yeah, that's not late enough
