Is the event for these 2 able to be redone after you have caught one of them?

I think once you get one, you can't get the other except through trade.

If either punk is registered in the player's PokeDex (even by trading), the event will not be triggered.

In order to find them, there are 3 requirements,
1. Completed championship at least once
2. Have at least 2 pokemons in your party (make sure you are able to battle 2 level 90 punks in a double  battle)
3. Either of the punks are NOT registered in your pokedex (There will be chances of getting the punks from wonder trade, take the risk when using wonder trade)

If you meet all 3 requirements, go to any PC and access and close it until a glitched text is shown. Pressing c will teleport you to the punks.
