I wonder if sticky web is currently working.

I tried sticky web with non-flying pokemon trainer, however I never get any notification on enemy pokemon speed fell. Is sticky web currently usable?

Yes, it is. I think it just does not show the speed reduction myself, but you might want to ask the devs about it, just in case.
