That's on page 50.  It seems to be a hard rule for Attributes specifically. Though I think even the writers might have messed it up. Take a look at their Pichu vs Onix example on the site's blog, for example.

The Onix had 2 strength and 2 power moves.

Pichu uses Charm.

Onix only has 1 damage dice? If Strength is a minimum of 1, it would have two damage dice while attacking the Pichu UNLESS the Pichu had leveled up its Vitality, which they never state if the Pichu had 1 or 2 Vitality.

So many ambiguities. Honestly Paralysis could use the more effective interpretation.

@Iron, how many XP fo we and our Pokemon get for the M-Pinsir battle then? Shiva was practically scared the whole time, but managed to pull through with Ven's companion... Her rodents were rather brave as well.

Well, I guess that's what happens when you play a tabletop RPG, particularly when it's still technically in development.  *shrugs*

Uh, yeah...not going to happen.  @Sage, you're a complete stranger to Ventus and Shiva and Valder still.  And don't have a Pinsir you have a strong bond with to even use that Pinsirite. Or a pokemon even capable of mega evolution, for that matter...  

At least all the orders to 'kill' as opposed to 'faint' make a lot more sense to us as players now...

EDIT: Okay, or maybe it WILL happen because...I don't even want to think about it right now...too many potential reasons...
