@Iron, eligible question here!

How do you handle it in your Game if the Corebook explicitely mentions that a Pokemon elvolves by reaching a certain level? (See Fennekin) So far we, only saw evolutions that are independent from level: Weedle evolves 'while still young', Ralts 'after a powerful and happy moment' and Ekans 'after reaching a certain size'.

It's OK, but there's a few things I want to remind you of that Ventus already knows:

1. Creshire legendaries are often different. So don't be surprised if somewhere down the line, my account of Creshire Genesect differs from your Unova Genesect.

2. Don't expect to be able to be building Genesects - Ventus doesn't have anywhere near enough resources, and the very laws of physics differ in subtle ways here.

3. Creshire organizations have very little contact with outside organizations, and indeed would have physical difficulty doing so. So phoning up your old boss and saying "Tell these nonbelievers my notebook is real!" is unlikely to work.

For these reasons, there's no balance problems in Ventus' backstory.

As for having such a powerful notebook... the diary of Mew's creation was just left lying around in an abandoned mansion.

Fennekin evolves upon reaching a certain age. This is not quite the same as level to my mind.

It's probably not compatible with the speed of our campaign to actually enforce that rule though - the whole thing will be over in less than a year of real time, I wager. At worst, you can speed up evolution by spending XP, as Ventus did with Arbok.

However, I will make it based more upon personal growth. The more Fennekin learns, the older (her?) mental age will be. But a description of "evolves at a certain age" will definitely take longer than any of the evolutions we've already seen.

You're in Wineberry Town. The statue is the entrance to a secret lair. Everyone is making preparations to possibly descend into it!
