Well, that's exciting news to behold! I wonder if its possible to go to a library and find information on Spell Tag and their patterns, and see if its possible to use the knowledge to lower the costs of making them! Then again, it might just be easier to find a Spell Tag, study it, then just try and replicate it that way. Only way to know which method is easier is to test it out in game, but that will be awhile before that happens.

I believe a Spell Tag is, practically speaking, nothing else than a piece of paper engraved with symbols and spells that beholds some magical power of various effects. Transfering this power to the piece of paper might be the biggest/hardest part and most likely comes not without an amount of danger... More books on how this is done - would take longer - or an NPC as a Tutor - maybe in a Shrine? - would be indeed options, as Windos said.

EDIT: They can also use 'natural magic' or the power of the elements, appearantly. Maybe a Fairy or Psychic Pokemon can help as well?

EDIT: also I made a little league for our competitive needs join it if you want its hosted on pokemon showdown on an server that i'll find on the bottom of the list of servers
