Every pokemon makes an initiative roll when they enter battle individually from each other. if they switch out and come back in, they also keep that initiative instead of having to reroll it.

There is also the fact that whatever Pokémon you switch in keeps the Ini roll of the previous Pokémon, unless it was a KO that brought on the switch (In which case, Roll Ini for new Pokémon)

I'll papernote that. However, what if no fainting in battle? It's technically no KO, so will it keep the Init due to counting as 'out of the battle' or new Init roll?

I get ya, mate. I'm ok with whatever Ini system Iron decides to use/cobble together, so I'll go with whatever he goes with. We both have our own ways of doing things, after all.

In the event of a 1 HP battle, the pokemon being removed from the fight would be enough for the new initiative roll under that rule just to keep things consistent.
Of course, in Celadon, there isn't really much reason for 1 HP battles in the first place...
