Well, he didnt evolve yet, but at least this is something. Heart felt he is close to make Tynamo evolve somehow. "Well, at least a little more. We both something new today." Heart then gives Tynamo a little more tap in his head. "There is something I would like to test. Could I use the wire for a minute?" When the recepcionist give the wire Heart give some quick order. "Okay Tynamo, I want you to use Thunder Wave in this wire and test what you learn. Perhaps with that we might be a little more close to your Evolution. A little at least."
Action: Use the Thunder Wave to charge the wire and walk around the room like the others eletric pokemon do.

Tynamo succeeds in charging the wire, inducing magnetism in Forretress. Seems he has learned the lesson well! Definitely a step closer to evolution, but it will still take him lots of practice.

"We've been working hard to complete our Tandor encyclopedia. Those Pokemon are so distant that it has proven quite costly. I'm afraid the price will have to be $2500 for that particular upgrade."
"Our standard upgrades are a bargain at $200, yes. You can buy a Social Media upgrade for $200, an Encyclopedia Scientifica upgrade for $200, a Pain Threshold detector, a color camera, a Pokemon Recipe Optimizer, a bright flashlight, a shopping assistant module, an e-reader, a Daycare checker, a Move Tester, a Calendar, a games module...we have so many!" Each module is a different bright chrome color.
Here is the previous visit's information, which answers your question, Windos:

The Director is happy to see Ventus.
"A sociologist is just what we need right now. A psychologist from Orre is coming in two days to talk to the Pokemon, but until then we have many who are stressed by the disaster and the move. If you can spend your volunteer time working with this list of stressed Pokemon, that would be most valuable to us."
He gives you the list, which includes Pyroar, Plusle triplets, and a Spoink Egg that is somehow exhibiting signs of stress.

"Great job Tynamo!" Heart pat Tynamo heads, impress by his little pokemon. "We still have work to do, but at least we make a good step. Thank you for you help. There another thing I would like to ask: Some Pokemon, like Magnemite and Beldum, evolve though unite themselfs with others from their races in magnetic field areas. If Tynamo be in some Magnetic Field he can have better chances to evolve?"

Hmmmmmmmm..... Shiva is honestly pondering about getting that Pokedex Upgrade (so curious what Fairy Types Tandor holds!) but if she'd do, she won't be possible to follow her plan about using a part of the money from selling Nugget to pay for Gothitelle... Oh, decisions!
...
"I... I guess I'll wait until upgrading my Almanac with Tandor's data, thank you... " Hmm, most of the functions are already covered by cell, and she already owns an e-reader. She hasn't taken it with her to Chreshire though. "Can you tell me what the Daycare checker and Move Tester are capable to do, their more detailed function, please? I already have an Egg Checker installed. Also, what makes the Encyclopedia Scientifica different from the usual data the Almanac already displays?"

(Guess its just a regular Super Potion for me, since I have 0 in Crafting, unless I can substitute that require for Ven's Medicine Skill?)
Ventus gives the most likely frazzled look Director a warm, comforting smile to try and alievate some of their worries, before nodding their head at their request. "It heartens me to see that all is well with the Shelter, you and the staff, and all the various Pokémon, Director North! Less pleasing is the inevitable psychological stress on the Pokémon, of course, but I will do my part to help their fears as best I while we await that psychologist! I'm curious how the Shelter acquired their service from the far flung land of Orre, but that can be saved for another time!"
The researcher then take the offer list and quickly scans it, and their eye brows immediately quirk when they see the Spoink Egg on the list. "Hmm....its not unknown for Eggs to experience signs of stress due to environmental pressures, but its quite a rare phenomena indeed. Perhaps the nascent Spoink's psychic senses have been picking up on the ambiet stress and negativity caused by the Vine Disaster? Best thing I can advise is finding a staff member or a particularly mothering and non predatory Pokémon to care for the Egg, and/or playing soothing music to try and lower its stress levels. If that does not work, I advise you to find some caretaker outside the Shelter to take care of it, as more peaceful and calm atmosphere will do the senstive Egg well."
After giving his advice on the Egg, he then points to the Pyroar on the list and says: "If I may, I would like to begin work on the Pyroar effective immediately. If I recall correctly, he greatly appreciates contact with humans, and my experience with handling Disobedient Pokémon will be best put to use with them right now. I'll move on the to the Plusle Triplets next, and then continue down the list until its time for me to recuperate for the day. Is that alright with you, Director?"
Like the wind, I come and go as I please... but I am always there to provide a comforting breeze.

"Oh, that's easy. The Daycare Checker receives data from all the Daycares in Creshire, showing amount owed, training performed, length of stay, Eggs produced, that sort of thing. The Move Tester contains a database of your Pokemon's moves, and what they are effective against in battle. The Encylopedia Scientifica actually has nothing to do with Pokemon. It contains articles on science, like the definition of a black hole or the molarity of hydrogen."
