No problems with teaching Vaporeon the move. Go right on ahead and add it to her move list now if ya like.

With League approval, yeah, there'd be 0 objections.

However, careful with giving them to 'people that seem interested in them', because most everyone would be interested in that kind of a thing if it involved getting an HM user out of it.

If it turns out the move passed down is just a normal Rock Smash rather than ROCK SMASH, League probably won't be as strict.  However, if ROCK SMASH is indeed what ends up being passed down...yeah, at the very least, an official will probably drop by to ask Shiva to be more 'selective' if she's giving those Eevee to other people.

As I said, letting people know you have access to an actual HM is a slippery slope.  Even just normal Rock Smash might start raising some questions because only Sawk and a few Alola native pokemon can learn it via level up.  So yeah, be extra careful.

Just one thing to clarify: If we find the HM-Fly, Heart want to keep the FLY HM and become his guardian. Of course it a group reward, but he want to guard the HM since its is dangerous let Nathan keep all the HMs so it is a best aproach if each one of us keep one of those HMs.

I have no objection to that, and agree to split up HMs we might find. Fly is another move that uses Brawl Speciality, so sadly it's not really useful for Shiva in battle aside from the aspect of flying around outside of battle of course. It's the two Water-Type HMs that she's mostly interested in and she can use the most, so in case we find Whirlpool (Location unknown) or are given Surf by the League proving ourselves throughoutly, I'd like for Shiva to keep these, please.

No, he'd have to learn it as a Surprise.

I'll take care, as said, but I'm not feeling that Shiva does something bad or illegal, even if it'll be ROCK SMASH instead of Rock Smash which will be passed down. If it'd be, you likely wouldn't give me in-chara knowledge of that Greenleaf Destiny Knot to incease chances for a recessive move being passed down, now wouldn't you Iron? o.o

Oh. Well, you heard it @Spiritmon, I cannot help in that case. Maxed out Move Tutoring Speciality likely won't help either, but until then you'd likely already got a different Pokemon with that move.

Ventus traded a Drilbur* for a Teleport user, so there is a baseline for what you'll need to acquire one. Or you could try to catch a wild Natu (upper layer Skull Ruins), or Abra (Corsage Port area).
