If we're ending up arguing about such things that are pleasant and unique actually/a reward for us, we're doing something wrong. :C

I'll stick with my viewpoint that it will be allowed to trade Larvitar and Marowak with the move, but none more and only under strict safety measures, which Ventus proved already. That sounds fair to me and this way both sides should be happy. Or so I think...

I think you acting a little to much paranoid, but I understand and agree with the rules. High disobedient pokemon without any point of loyalty and access to the original power of a HM its something indeed dangerous to let run wild. But I dont agree with giving such HM to the League. If in the future we should teach a Pokemon with such HM we should ask the League, and receive a big "NO" in our faces. Authorities tend to be to much burocratic. I stand adamand to not give the HM.

Besides, we should consider the possibility of Almanacs or even Scimitars be hide behind the curtains of the Pokemon League. If we should be careful are you really sure its wise to give possibal hide foes the access to another HM? I think not.

I'm willing to compromise with that arrangement, and not sell anymore HM Pokémon with Ventus. They were the ones I wanted to 'upgrade' and make a little extra pocket change. Scyther is going to be given to Valder (Along with a Metal Coat and Camp Training Tuition) as a reward, and Forrestress was going to Dagney as a generous gift to her, and since she's into shady and secretive business its likely she won't blab about it, but if you don't want those Pokémon learning HMs, so be it.

Oh, and this compromise isn't an all encompassing for all time thing, or exception can't be made for it. We'll debate about those instances when the came up, though, so let's not prattle anymore about it.

These two actions sound like something I can totally get behind, but you're aware that by compromising like that you won't be able to make that extra-charge...? Metal Coat and Camp will even cost you cash. (I'd still like for you to join Shiva on the quick-trip to Corsage Port however, if possible >///<)

Spirit, I didn't say we're giving the HM to the League.  If/when that happens, it'll probably be a post game detail.

Alright, so we have a majority for teaching the move to Larvitar and Marowak for an 'easy' extra $3k for Ventus.  Windos, looks like you have the go ahead for that.

I disagree that individuals should be entirely exempt from the guidelines, though, as this could easily affect the whole group.  Phantom, Spirit, Nylon, what are your thoughts on that?

'Entirerly exempt' sounds a little too harsh, I'd rather say that exceptions can be made in selected cases for any of us only if it's really reasoned and justified - But in general, set rules apply for any of us.

I with Phantom. Depending in the situation, we should make exceptions to be made and well justified. But in general the rules its okay.

I specifically mentioned this wasn't a permenant compromise, but rather an agreement that I'll abide by for now until I'm or anyone of us are given sufficient reason to be released from it. If Ventus gets a Pseudo Legendary Pokémon that can learn Rock Smash, for instance, I would most likely push for it to learn the HM to be sold for even more Poke, or teaching an HM to a Pokémon we are giving away to a trusted ally like Dagney. Metal Coat and Tution are part of the reward for Valder, so that cost can't (or is desired) to be avoided.

Already stated my thoughts on enforced rules/guidelines for party rewards, so I won't repeat myself here. I will say that I will NOT follow those guidelines except on a case by case basis OR they are DM enforced.
