Bill definitely has a habit of talking over people's heads when it comes to nerd stuff. In essence, the Creshire time travel theory has two kinds of time travel:
1. You screw something up in the past and become a paradox. Since you caused the present to not exist, you never went back in time and never caused the paradox. Life goes on as if you'd never time traveled.
2. You change something in the past and it affects the present, but that ALREADY HAPPENED and the present you're familiar with has ALREADY ACCOUNTED for that change. (Prisoner of Azkaban style).
In Creshire lore, people attribute these to Dialga and Celebi respectively.
Terra doesn't need to understand this, of course, but perhaps Windos would like to!

If I may make a few counter arguments...
A) You don't have to understand how every little thing works in a device to know how to use it. And in this case, it even sounds like Bill is doing most of the work for us
B) Chances are Bill developed that tech specifically for us. Before Laurelin asked him to investigate this, what reason would he have had to make such items? He certainly wasn't sending humans back in time himself, after all

Hmm....good counter arguments, but I still would prefer not to take a T.C.Braclet for character reasons and as a challenge for myself. Terra's pretty much the best at Survival and toughing it out in all sorts of scenarios, and pretty much any combination of Pokemon on his team is great for just about any situation, so getting caught in a time warp and sent back probably wouldn't have much of an adverse impact on him. The group being forcibly split due to time warps would suck for sure, but I doubt Iron would keep us all permanently apart or leave us stranded in the past, so that's a risk I'm willing to take.
Unless the T.C.Bracelts act as portable PCs for the modern era, however. THAT would be something Terra and I would be willing to lug around and haphazardly handle for the sheer utlitiy alone!
As for Bill making these devices in the first place.....well, the impression I got is that he's a bit of an eccentric scientist, so I wouldn't put it past him to make just about anything on the fly if the idea was interesting enough.
They are more like a portable Trading Machine than a portable PC. You need to have a recipient in a different time. It might be possible for Bill to eventually hack the concept into a portable PC.

1. Life goes on as normal? That's quite a relief actually, as I was always thinking that if one only screws up a small and seemingly unnecessary thing in the past it could have massive impacts on the present, for example extinguishing one's own existence or similar.
2. The HP-nerd in me rejoices.

Well, I do want for Shiva to gain some PC Skills and learn a bit of hacking, but I doubt she'd become that decent to have real chances to succeed on that. Playing around with the device wouldn't be very nice either!

Indeed I do like these explanations, so thanks mates! And yeah, I'm all for Challenge Mode for Terra! The tougher things are on him, the stronger he and his Pokémon gets.....assuming they survive!

If he ends up doing that, it make him and anyone else that produced the tech gangbusters worth of Poke, as who wouldn't want the convenience of switching Pokémon in and out of your party on the fly? Probably start out with delays in transfers and/or it not functioning in all locations well due to connectivity issues, but I'd say even then its still worth it.
Question is whether or not Bill would actually end up doing that regardless of prompting, though. I wouldn't think he'd be against the idea, but then again, every chara. has their own reasons for doing/not doing stuff...

I have no idea. He just wandered around at the festival. My general area is considered bigfoot country - or "woodbooger" as we call him locally.
