I don't think Pokerole Mold Breaker is that good. The text in the book doesn't specify that it allows the user to hit 'out of range' pokemon. Hitting OOR pokemon usually requires specific moves or No Guard (in the games).
The Light Trio's abilities all have a unique rule that makes them immune to being ignored by Mold Breaker and similar. They're not in the book, either, as they are 100% plot deviced, signature Abilities.
But yeah, if you wanted to use Leer against a pokemon with Clear Body, Mold Breaker would allow you to do that.

The rules on Mold Breaker is quite specific: it lets you attack despite abilities, immunities, or types. No good against Fly or Phantom Force.
Clear Body IS affected by Mold Breaker.
It also says a Mold Breaker Pokemon will find unusual ways to achieve its goals, so I might bring that kind of thing up during roleplay or exploration.

Yeah I'm keeping the universality of universal TMs, with the usual exceptions.

Here's the prices of the TMs in the Department Store
Return and False Swipe are both listed as $1000, partially because they're not great moves to use against Steel types, and it takes a LOT of work to make Return a really good move.
I've also been noting down the prices of any TMs we've encountered and where to purchase them (if we've encountered a place that sells specific ones) in the inventory tab.

Perfect thank you. Seviper isn't a great Pokemon for the Steel City either, so let's limit him to one TM, but you can trade Marowak for Return since he's actually quite good in Stair.
