Welp, I got the modified/'corrected' lists of TM/TRs I want Ventus and/or Terra to have, so here it is
TMs/TRs That Terra's Pokemon Can Learn
Milotic: Hydro Pump
Genie: Earth Power
Melly: Thunder
Angie: Air Slash, Charge Beam
Anubi: Aura Sphere, Close Combat
Pixie: Iron Head, Baton Pass
Edmundi: Rock Slide
Posei: Hydro Pump
Inari: Earthquake
Arete: Zap Cannon?, Megahorn?
Sari: Swagger
? - I don't know if they can learn it, based on Corebook Rules alone
Gemini omitted from list, as its likely they already know their entire learnset, and it doesn't really matter too much if they don't given their status as a Plot Device
TMs/TRs That Ventus' Pokemon Can Learn
Aspis: Gunk Shot
Haniel: Flamethrower (can go without, tbh)
Lucifer: Hurricane
Azrael: Crunch
Lilith: Earth Power (Prior agreement with Iron long time ago makes it Tutor/? Move for her k)
Ao Guang: Hydro Pump
Based on Shiva's List, I currently see their is the most contention for Dark, Flying, Normal, and Electric Moves, while the rest of my Moves for my Pokemon don't seem to conflict too much with what everyone else wants. Of course, since we don't have Spirit's full list of desired Moves I can't say the previous statement could remain true in full confidence. As a rule, any Moves I want for Ventus I am willing to drop except for Gunk Shot for Aspis, Crunch for Azreal, and Earth Power for Lilith, as I don't envision Ventus participating in many of the super battles the rest of the group would be in, but he'd still want some Moves to fully kit out his Dragons. Out of Terra's Pokemon I most want Angie to learn Air Slash, Pixie to learn Iron Head, Posei to learn Hydro Pump, and Sari to learn Swagger, I sorta want Anubi to learn Aura Sphere (simply because its a Rare Move not many Pokemon are capable of doing + its Always Accurate), and the rest I'm the most willing to compromise/drop the TMs I want from them if anyone puts up a decent enough arguement as to why your Chara's Pokemon need the TMs more than his own.

It's exactly the same rule it's always been. Earthquake it can learn from a TM because it's on his level up movelist. Blizzard it cannot learn in any way without a surprise.
For Gallade to learn Misty Terrain from a TM, he will first have to spend 10XP to borrow from his alt-evo's movelist.
Moves that I've declared a TM earlier in the campaign, stay a TM. There haven't been very many of those though.
I'll do this as well to save a little time: You can automatically trade two TMs for any one other TM of the 18 core elements. Like if four people wanted Fairy TMs, you could liquidate two TMs from the Poison shelf and get that fourth Fairy disc instead. This just means you're doing the trading when you get back to town, but we don't have to play it out.
Hopefully that can accelerate resolving the conflicts.

Thankies for the list, Windos!~ <3 Well, about Swagger and Crunch you better negotiate with Dragonstrike as I'm kinda set on wishing to pick Taunt out of the Dark Slots as it 1. strategic reasons on a bulky Pokemon of Shiva that's also quite good on dealing out damage and 2. it'd otherwise cost me roughly 5.000$P to tutor.
Same with Flying, as Bounce is only available as level-Up move on a pre-evolution of a frequently-used Pokemon of mine and grants wonderful coverage against Types this 'Mon otherwise would have issues with.
If you take either ChargeBeam or ZapCanon, it's one Electric Slot for Shiva/Nathan/Terra respectively, sounds fair.
Endure out of the Normal Slots is highly desired by me as it 1. has high trategic value on the particular Pokemon it'll be thaught to and 2. is a ?-move on this species. I can abstain from picking up Safeguard here so that Shiva/Nathan/Terra have one Normal Slot respectively.
The rest doesn't clash at all with my list, yay!

Guillotine isn't a TM.
Nidoqueen doesn't get Horn Drill in the book either.
The only 100% valid option among those according to the rules Iron has been using is Horn Drill on the male Nidoran line because it's a level up move for them.
There's also no guarantees OHKOes will work in the situations where you'd want to use them the most, so I'd personally be hesitant to pick one up.

If it hadn't been him it would have been me. I stated all the rules again quite clearly when you guys found the TM shelves.

Dragonstrike, think you could be willing to have only Acrobatic or Air Slash for Princess, so that Angie or Niovern can learn their choosen Flying STAB? I'm leaning more towards Niovern getting their's, as Angie still has Bite to Flinch and Sky Fall for Damage/Paralysis and Terra could eventually find the Flying Tutor to pay them to teach her it. I'm also willing to drop Sari's Swagger request, as I imagine that TM wouldn't be too hard to find on the market, given that its one of the few near-universally teachable TMs in the base games and Iron has generally allowed those to be widely teachable (along with Weather Moves to Pokemon with strong Weather associations).

Don't need to worry mate. I sometimes disagree but I have no choice but to accept Iron decisions.
