I'd like to remind you that those were wild ones that did that.  Led by a Mega Delta Houndoom.  To do something of that scale requires an immense amount of power it seems.  And there is no certainty that Almanac was involved in why the Houndour pack was causing havoc in Corsage in the first place.

Evil is FAR too strong of a term to be using here.
