Reiner has two big incentives in helping with N-Gyarados: Preventing it from becoming a MAXIMUM THREAT and killing Arial/having him trade it away to some doofus that WILL cause problems, and that a relatively Tame Gyarados is a VERY good ace in the whole to have for the both of them.

Well, the first is rather unarguable as long as Arial gets it out of the NRF successfully...but as far as the second point goes, there's no guarantees Reiner and Arial are even going to be remaining allies in the near future, so...

Slightly unrelated, but since Turbo only has to be used by Reiner and it affects the whole party, does it only need 1 dose of treatment to cure its downsides for everyone?

Hmm.....I would say yes, but you wouldn't be able to use Turbo again without them getting sick for the rest of a given Cycle, unless you double dose yourself on treatment. Using a Turbo and Full Heal together would cancel out the drug entirely, so you have to wait until the benefits wear off before you can apply treatment.
