Telperion University has ways to do it. It's expensive but you can get grants if you let them use your Pokemon in research (which IS ethical). It also takes longer than Adventure Camp. 

To get a Skull Ruins Permit, you need to send a letter to the League base in Forb City. This letter must detail your qualifications, your intended Pokemon team, and a very good reason for going inside. Also which sectors you intend to visit, so they can come rescue you if they decide it's worth it.

Spira would prefer the University method, figuring that the variant might be rare enough that they'd consider researching it.

You could email them an offer and then send Marowak to their PC if they accept. That way you don't have to wait until the party goes to Botanville, which isn't really on the list right now.
