It doesn't say it can't, but it doesn't say it can, either. No mention of Contact moves, only Ranged.
Given the mechanics behind this game, I suppose I could roll opposing Dex checks or something to see if you can intercept Contact moves when Covering. That's really the best way I can think to do something like that in Pokerole since there's no grid based maps to settle positioning disputes, which is the primary reason I'm reluctant to open that Pandora's Box. That kind of Covering would certainly only be effective against one opponent at a time, however.
