I honestly thought Spira just got it by default after that Scimitar force disconnected herself from it and gave it to him, from what I can recall. So far as I know, Spira is the full on wielder of it, unless Spiritmon also has some stake in it? It's been years since that happened, so my memory is fuzzy to be honest.
