Not entirely. As the move affects Attack, it won't have a straightforward effect on a Sp Def debuff. There's potentially an argument here that the social and mental aspects of Swagger might help take his mind off the acid burns, but it's going to be a hard roll to pass since you'd be attempting to use Swagger in an unorthodox way. And pass or fail, Keldeo would be under all the normal effects of Swagger, so keep that in mind too.
To show a bit of my thought process on this kind of stuff:
Generally, using a move or a typical PMD item is a more 'pokemon-like' solution to a problem, and they generally do exactly what's stated on the tin.
Finding creative ways to use things in unintended manners or improvise solutions is more 'human-like'. It may be more or less effective than the more straightforward 'pokemon-like' methods depending on various conditions.
