Yup, conditional evasions that replace your next occurring action are perfectly fine!  The book straight up uses a mid-round evasion as an example of deciding to evade last second, so whether you can do that in this ruleset has never really been in question.

The main key here though is you cannot change the number of actions you have committed to for the Round
, which is also specified in the book.  So in your example, if you only had Tackle and Scratch lined up and needed to do a conditional evade for Action Two, it would replace your second action and the Scratch wouldn't happen.

If you have three actions for the round though (Say Tackle, Scratch, then Leer), if an Evade replaces action 2, then you can try and get a little fancy with action 3, since it can be either Scratch or Leer.  And that would be something you would preferably specify since orders are given for the entire Round.  It can be a lot though, so if you don't specify alternative orders for conditions like that, I'll likely just assume what was stated unconditionally to still be the case (so this example would go Tackle -> Con. Evade -> Leer unless you specify you want to use Scratch instead of Leer if your conditional evasion order triggers)

Evasion is at its most powerful when used as part of conditional orders since it was designed to be used flexibly in this system. A raw Evasion order should be a rare thing unless you know for a fact you have an action economy advantage over your opponent (like in a 5v1 where the 1 is using lots of single target moves, or a 1v1 where one side has 5 actions compared to the other's 3. Any situation where only a few dangerous moves are being sent your way with a reduced accuracy pool, really).

If there are attacks being thrown around with guaranteed dangerous status or high power, it can be good to Evade those too since they tend to have substantial accuracy penalties, and those moves missing can be high impact even if you have a similar action economy to your opponent.
