As an example, think back to the Tornadus fight, where Kogeki was on the Therian's back after making two contact attacks in rapid succession (I thought that was a really cool visual when you described that).  He immediately shifted his attention to getting Kogeki off of his back, meaning Kogeki had the aggro at that exact moment.

I think it would be more or less like a flea trying to get the attention of a person. You know those fleas who fly around your face, and you try to kill it, or even use your hands to try to take away the annoying bug? It would more or less what Kogeki is doing. Trying to act like a quick flea around Landorus face, using his speed and priority moves to act as a way to distract Landorus.

Okay, so you want to attack him with a bunch of small attacks then is the impression I'm getting from that.  If you want to try and be annoying, you'll have to actually bother him instead of just running circles around him without actually making contact.  Gotta grab his attention first before you can try and do anything with it.

If you want to do something cool and unconventional with your moves, that's fine, but I'd also like for you to describe how you think it'll help you accomplish what you want to do.  Again, I don't want to say no to cool ideas, but having a good basis for those ideas helps a lot in determining how to actually implement them.

Try to be annoying? Like...shouting insults or something? Hmm...
Kogeki currently ability to active in battles: Anticipation.
