well to avoid actual spoilers here's how

beat the championship once (not sure the one with urayne or beat theo aka rechallange)
2nd requirement is to have AT LEAST 2 pokemons that isnt fainted and not an egg. but to be sure, bring a team
then keep spamming pc until it shows a screwed up text version of the pc, press c and you got teleported
inside will be a simon says minigame, clear it and voila you battle praseo and neo

Extra notes:
-Praseo and Neo Will be quite strong as both are lvl 90
-you need to catch one of it in battle. that means you can only get one of it. get another by trading for it
-turn the music up :v
-already having either one will disable the event trigger
