It can't even stop nucleon , because it lacks of a reliable recovery and is vulnerable to HP fire and shadow ball. It will only tank few hits before dying , and doesn't have many options. This pokemon reminds me of Steelix , and you know , Steelix is NU . I think Gararewl doesn't deserve a better rank than B...

Have you ever Tried gararewl? Shadow ball and HP fire dont do much at all vs a SpDef invested Gararewl. It's an incredible Nucleon counter. but aside from that it just isn't very good.
