Placed Gararewl at that rank because it's position as a pure steel type is entirely unique.  Being a pure Steel type, it is the only mon in the game with the exception of other Nuclear types who outright resist Nuclear attacks.  Remember that Nucleon isn't the only threatening Nuclear, Urayne, nuclear-move Raffiti, and Jerbolta-N are also massive threats, and having something that resist their stab as opposed to just taking Neutral from it is very useful.  AV Gararewl is practically the only way to reliably check Urayne

Dramsama is truly in a sad state, although the mega is semi decent (although it is not great).  The reason why most of the Nuclears are in C rank is because the existence of a few broken Nuclear types (Urayne and Nucleon) make using any of the others completely unjustifiable, since they are outright outclassed.  If Urayne and crew are banned/nerfed (preferably banned), then I can definitely see scarfed variants of certain Nuclears like Xenoqueen becoming balanced, but powerful threats.

Gararewl is definitely better than Dearewl since Dearewl is part Rock, and Rock is one of the worst defensive typings in the game.  Also, it would lose out on Gararewl's niche of being one of the few mons capable of resisting Nuclear moves

Raffiti is SSS because it get Nuclear moves (this includes signature moves such as Atomic Punch, Quantum Leap, and Expunge) without paying the price of being a Nuclear type.  It also gets Shell Smash and any coverage options you could possibly wish for (likely Fire-type coverage to deal with Steels).  What ultimately puts it in SSS though is it's access to Spore (when Spore gets released).  Thanks to Spore, Raffiti auto-wins against most teams simply by being sent in on a mon that is slower than it initially.  Terlard is A- because it gets Arena Trap, which is a really good ability
