My janky browser ate my post, so I'm doing this scene abridged and without much ceremony:
You, Lindworm, and Sliggo (Who is trying to cling to her hunk of a master's side, to no avail), go to the arena, and one rapidly whipped up Heavy Rain Storm cursty of Yang's Rain Dance later, and the Dragosnail is drenched in both water and a blinding white light, going through a BIG growth spurt and body redesign before finishing her transformation into a Goodra!
Congratulations Lindworm, your Sliggoo evolved into a Goodra! Now has access to 'Poisonous Potential' Surprise! , which Arbok can help her achieve for a reduced XP Cost!
The exile head jerked up towards the ceiling, then around, before looking at you with a confused/surprised expression.
"....Did you hear someone just now beside us? It sounded like....like a far away toneless voice, praising me for my Goodra Evolution, your Arbok helping her with a 'Poisonous Potential' or something, and-Hurk!"
He's cut off at that point, for the Slimiest Dragoness took his distraction/daze as an opportunity to sneak up behind and scoop him up in a great big Bewear hug, cuddling him close to her chest with a closed eye, content, and dreamy smile. Looks like she's not only gotten a confidence boost from her Evolution, but more shameless/less embarrassed in her affections! However, it seems like its (for now) balanced by how much calmer, gentler, sweeter and generally more mature she is/feels like, so Lindworm doesn't have to worry about her energetically assaulting him.
Or trying to coat him in Goo, kisses, or Gooey kisses. Or both. …..Or more.....
…well, at least not in public. All that restraint could go out the bedroom window once they are have any privacy, whether he like it or not!

Indeed that is the case, but considering her increase in shamelessness and/or decrease in being flustered, she might not even care. Like right now, for instance!
You are also correct in your assumption, for Lindworm focused on struggling to breath and trying to wrest himself free from his slightly less but still amorous dragosnail (to no avail!) to comprehend you are trying to pull the Baashun wool over his eyes!

The Slimiest Dragoness opened her newly Evolved eyes and looked at you thoughtfully...…before promptly releasing her hunk of a master, which he stumbled out of her grasped and started gasping in earnest to regain his equilibrium. No matter how much she wanted to cuddle him and do all sorts else with her Master, now wasn't the time for it. Besides, your advice sound nice, in the sense it was easier to catch flies with a little honey rather than try to drown them in sugar....
Meanwhile, Emily had managed to creep over and join Poe's celebrations, looking at Ridia with admiration, glee, and a keen eye with stencil in one hand and art pad in the other as she sketched this sweet, momentous occasion down for all time. The Fox Dragon Goddess didn't seem to entirely appreciate the little miss intrution , but at the same time knew her brother adored them and had a bit of grudging respect for how brave they were approaching her fiercesomeness, and so ultimately tolerated their presence.
Her drawing a pretty picture of them and their brother -and wanting to see the results later -could also have been a contributing factor in letting them stick around.

Ultimately, though, everything is fine for the time being, so he can turn the bulk of his attention back to Lindworm.
"Well, dust yourselves off and get ready. We'll be heading back out into the city soon. I need to go meet a few people while you're doing your shopping, Lindworm. Before we head out, though, I need to go get that body armor for ya real quick. I have it stored in a different room at the moment. I'll be right back."

Presumably you tell him the location of Survival Kings and go fetch the Elite Riot Gear for him, which you found easily set aside in a 'clear' part of your former and now thoroughly trashed room. He seems rather impressed by the whole get up, and you couldn't help but be impressed/slightly intimidated yourself when he tried it on to get a feel for it before returning the whole get up to its storage ball (He explains he'll 'suit up' near the NRF, so as not to scare the public/draw unwanted attentions; thoughtful!). You also tell him to meet up with you at the Pokémon Center once he's done with his shopping trip, and send a text message to Arial to meet you there as well.
From that point, all the other Items happen thereafter in due time. Currently, you are socializing with Frosslad/Adam , while Lindworm is waiting in the lobby (sitting at a table and having a coffee) and Arial is wherever the hell he is. Your bodyguard can always meet up with you on the way to the NRF, though, so no worries!
(If you wish to continue the Dragon Ritual Scene a bit longer, you can always Flashback! to it, but otherwise, the main event is about to start!)

There's no shame in hiding from what it is we're about to face, in my opinion..."

The little miss is brought back down to reality by your announcement, and seems like she was about to start pouting again, but she managed to keep a small, wane smile as she returned your hug. She didn't want to make you feel guilty about this, not when your mission could potentially save the entire city.
"Thank you, mister. Good luck at that scary place, and I will be praying for you...."
Lindworm doesn't see you hugging Emily, but Goodra does and they give you a smile and thumbs up for it/slight nod of her head, which her Master doesn't catch. Kudos from one fellow hugger to another! Yang does too, but he doesn't care.
The draconic vulpine let out a scratchy laugh before giving you another toothy smile. If those Nucmons think they're all bad, wait until [i]they get a load of her[/i] ! Brother Dearest is obviously intimidated by the imminent departure into the glowing nightmare that was the NRF, but he managed to rally enough bravely to give you a firm nod of his head. He's perfectly alright with staying in his ball, but if you needed his support, he'd be ready and willing to give it, no matter the situation!

On route to the Quarantine Zone, Arial joins up with you Lindworm, looking rather grim, grumpy, and plenty of gallows humor hanging around him. Looks like something pissed in his cornflakes something fierce, besides being semi-forced to struggle through another Nuclear Disaster...
Eventually, all arrive at what looks to be a makeshift but well made checkpoint station, with what looks to be several large tents set up beside vacated buildings, a central route through the 'camp' , and a station in front of the whole set up. Oh, and there are PLENTY of National Guardsman and Auxillary Workers bustling around the camp, and from what you can see/feel they are all tired, miserable, mildly to severely traumatized, stressed, and very, VERY twitchy.
You all don't even get as far as the station, though, before a cordon of troops makes you abruptly halt, each and every soldier forming it holding a Sub-Machine Gun in their arms, and a Heavy Nightstick/Blackjack, Machete, Grenades of varying types, some type of Pistol, etc.. from what you see on their person. Additionally, you get a sudden 'Danger!' sense that causes you to glance upwards, and found the tell tell signs of several snipers hidden on the rooftops of the builders too.
And they were all focused squarely on your group. How's the spotlight feeling, eh? At the very least they haven't trained their guns on you....yet.
This 'standoff' last for several minutes until a more decorated officer (yet still armed to the teeth) steps out of the station and slowly marches over to address your party as whole with a gruff, monotone, and authoritative voice:
"This is a Restricted Area currently under Lockdown and Quarantine, and is barred from Civilian access and traffic until such a time that both are lifted. State your purpose here, or you will be escorted off the premises. Failure to cooperate will result in your arrest and detainment, and you all will be transported to the nearest police station for further processing."
