Given how Pokémon strength functions in this game, if anyone gets a Dratini at some point, they are better off only evolving to its second stage, as its Higher HP will be of a far greater asset in most battles than the moves that Dragonite has/provides for free. That larger movepool is very handy though.  Fire Punch is great for taking out Steel types which would give it trouble otherwise (and is much easier to get than say, a TM for Flamethorwer or Fire Blast), having Dual STAB is great (particularly when one of your STAB options is Hurricane), and Dragonite also has access to easy recovery in Roost (which also negates its flying typing for a round).  There's also Superpower to consider as a tutor move potentially.

In addition, the disobedience isn't too bad in the long run because Dragonair take a loooonnnnngggg time to evolve, like any pseudo legendary line, so there's plenty of time to build up loyalty.  

And as icing on the cake, Dragonite are amazing for transport and mobility, what with their ability to fly.  Of course, Dratini and Dragonair have a much easier time with swimming...

If anyone acquires a Pokemon who loses HP upon evolving, or doesn't gain any, let me know and I'll probably let you raise it by 1 instead. That's sort of a counter to me eliminating Vitality. Disobedience is a good reason to stop evolution though (and a good reason to have a Pokedex or an Everstone!)

@Nylon you did not lose a Will point because you didn't sleep in town. And Froakie didn't start with any XP.

For me, I rather have more overall HP and default typing than a Dragonite at this point of time. Even with the great moves and flight transport, I just find Dragonite prior evo better for my battle style. Then again, since I have a Niobat that's I'm awfully attached to, I believe that its moot taking about getting another Dragon (or at least it is in my case!).

Oh, Vaporeon knows Rain Dance! Since you are the resident Move Tutor in training, @PhantomUnderYourDesk , observing the move for yourself and note how its done could allow you teach it to both your and our Water Pokémon! That is, if Iron allows it!

Just checked out the dex in the core book. Here's the pokemon that have HP values that need to be watched:
Machoke -> Machamp (5, max 10 in base pokerole. completely identical)
Dragonair (13, max 17) -> Dragonite (7, max 13)
Haunter -> Gengar (5, max 9. Completely identical, and relevant to Valder)
Nincada -> Shedinja (this is the only one that's okay, though, since Shedinja is a gimmick pokemon)
Whishiwashi (4 HP base, but 27 in School form. Could cause some complications if Schooling triggers mid battle, which is usually the case)

Wow, that's a surprisingly small list. And Dragonite is the only strange case of base HP going down.

It's always been a tenet of evolution that the Pokemon gets bigger. Dragonite doesn't look like an evolution of Dragonair anyway.
I think those first three definitely deserve their HP to go up by 1.

The fun thing about Shedninja is that its ability work much better in Pokerole, as it nullifies weather effects against it, so only damaging status and SE moves deal damage to it! That, and you can actually raise its Base HP up to 5 without adding your own VIT stat into the mix, so you could have a 10 HP semi-invincible Spectral Insect if you used the base rules! As it stands, you could possibly get it to a max of 7 Vitality (If you pick a Surprise that increased its HP), so you still have a rather strong mon on your team!

On that subject, since I have an Omanyte in my possession now (Sorta), would you be willing to trade your Shiny Nincada to me now, @Super_trainer_Larry ? You may not be part of the game proper actively anymore, but you still have enough agency to say whether or not your chara is willing to make that sort of deal.

You can assume that its so natural to hold hand with Shiva, that he really doesn't have much to say about the event. After all, you don't really comment about something that just seems like a part of you, right?

If you have an idea how the move is conducted, you can possibly lowering the cost of learning the mover for Marill (future), and make it easier to teach the rest of our Pokémon!
