Edit: Had a talk with Androziel. The current arrangement is temporary, and the single move tutor will be split into 4, for different categories of attacks. Each will ask for a specific color. Not sure how pricing or acquisition of shards will be changed beyond that.
All move tutors have been combined into one NPC in Tsukinami village. (This includes the old man in Nowtoch, the ninjas, the dentist, and so on.) This was confirmed to be a very deliberate choice to streamline the game and won't be reverted. So here's the current status of the situation:
1. All moves cost 4 of each colored shard (red, blue, green, yellow). Moves that were free or $5000 in the past now cost this amount.
2. There are very few sources of shards. They are a drop from breaking coral, and they don't drop in great numbers.
3. You can't see the list of moves he offers if you don't have the required shards, it looks like.
4. All move tutoring is backloaded to the end of the game.
All of these strike me as a problem, but I doubt #4 will change. I'm going to address the others. So: you need an uncommon currency from a single, tedious farming spot to learn any move tutor moves, and you need a lot of it. On top of that, you can't even preview the options without gathering up all that currency first. (I don't remember that being a restriction in the canon games.)
So, what can be done? I think there's three reasonable solutions:
1. Reduce the shard cost for move tutoring
2. Make shards more common
3. Change it to require another, more attainable kind of currency altogether
I'm delighted to finally have the full range of move tutor attacks available, but the current way is a downer. Since move tutoring is absolutely essential to make the most of many Pokémon, this pricing seems excessive. Will it be changed?

I particularly dislike it for a specific reason other than the pricing (and currency): it invalidates some of the NPC's. What are they all going to do now, since they had their purposes ripped away? If your going to do that, at least give them something else to do in return...
Also, having a least one move tutor available early game could help out, if they were offering decent moves.

It felt like they were part of the game. Now they are not. And what about the other Tutor move guys in Amatree Town and Silverport town. They were going to be put in the game someday. Are they seriously going to forget about that all for only one Tutor move guy?

In one of my talk with Andro, he said his reasoning was to make people actually think about putting a move on a pokemon instead of replacing it again and again because they're privileged with the ability to do so. While I get his point of view, I do think some changes should be applied to some certain extend, like in the LG/FR version, I remember there being a Karate dude who teaches punches, another teaches kicks, and so on and so forth...

It was the only way to get Seismic Toss Chansey. And it was hard to do so because back then, it was hard to RNG abuse for a 6IV Chansey in the 3rd gen.
I'd be glad unlimited move tutors were added in the game, once only move tutors wasn't ok.

I'd be glad unlimited move tutors were added in the game, once only move tutors wasn't ok. Not saying they weren't a pain, since making competitive mons using those gen 3 only tutor moves mas a massive pain the rear end simply by itself due to the bad breeding mechanics. I'm actually glad multiple use tutors were introduced (way back in Crystal if you can believe that. Next occurrence wasn't until Emerald.) Most multiple use tutors do usually have some kind of restrction on them though, be it a cost or only being able to teach the move to a very small group of pokemon (like Draco Meteor).
I do also agree that the shard costs for the Ultimate Tutor seem a bit steep atm. I don't want to have to spam dive 10+ times every time I want to teach one move to a pokemon. Sinnoh only got away with the sparsity of the shards because:
1. the Underground was a fairly fun minigame
2. Shards weren't all that rare, just sort of uncommon, and the rare Star Pieces could be traded in for one of each in Platinum.
B2/W2 instead went with the more monotonous route: gathering them from dust clouds. Ick, that's even worse than breaking coral...

I want shard collecting to be very easy like Heart Scale Luvdisc hunting. (Except in this game, Selkid is the Luvdisc. And you don't even need to collect heart scales off of her because reteaching moves is free....) I would like it for the Move Tutor guy to make you access the tutor moves when you get 1 shard of each. Can't you believe how long getting red shards were?
