It's now canonical that jazz music of various kinds is playing almost everywhere public in Stair City.

His name is Fred, and he spends just about every waking moment on his Pokedex. At first you hear him mumbling factoids about Pokemon to himself, but later you notice he is playing Swirlix Crush.
Most trades are conducted on the Bartering level of the department store, so you head there. It's the top of the skyscraper, open to the air, with a nice comfortable barrier of potted plants around the sides. There are plenty of chairs, little booths, lots of good lighting, and a big blue pole with a button to summon assistance. Also a number of Trading Machines and PCs.
You see a man carrying two big, hissing flasks of effervescent liquid. He wears a purple robe and a face mask, and has an Ekans looped around one shoulder.. You ask if he's interested in poison types.
"What? Just because I'm carrying these chemicals and dressed in purple, you think I love poison types?"
"Well, you're right. The name's Philter. I can't stand that insufferable Dagny with her steel types. Steel is terrible. Such a bland element. Such monstrosities of Pokemon. Poison is the way to go! Graceful, diverse, and every bit as tough as a Steel Type! But much less..cheaty, if you get my drift."
"A Skorupi and a mutant Zubat? Well, I can definitely give them a good home. They'll get along great with Aob here. And if not, well, I know a way to increase the odds of Fate bringing them together. Check this out."
He carefully places the flasks on the floor and brings out a paper bag and shows you what's inside.
"I'll trade you one of these for Skorupi, Zubat (So common, but hey, it's got a good evolution), and $1000."

Ventus and Valder meet in the Lobby and head out to the GPC park. Using that pond and its mud, and a little sunshine, and a whole lot of Ancient Power, they forge a King's Rock! It gets extremely hot, and has to be dowsed in the pond, which steams.

It turns out quite good! Valder and Piloswine have just the instinct for what geometric shapes are needed to channel the proper power of a useful King's Rock. This will be usable for evolution with no issues!

Then Valder goes off exploring Stair City's many, many stairs and tunnels. He takes a moving sidewalk to an escalator to a lovely staircase to an old, crumbling staircase to a crude system of steps carved directly into a mountain. Then he ducks into a tunnel, with Haunter leading the way. He strikes a light when Haunter pauses to stare at a wall.
There on the wall are a whole bunch of old carvings! Almost all of them make no sense to him. There's some runes, some poetry that doesn't quite rhyme or make sense, and several carvings. One carving is of a Pawniard and a Bisharp. And there, next to them, is another figure! It has the body of a Bisharp, except none of the blades on its two hands are curved. Furthermore, it has an additional two arms, with bludgeons on the end! Finally, the helm and helm-blades are a little different.
The carving is about as crude as this drawing I've done, so you can't make out many details.

"Well, I don't know nothing about a Claydol. Aren't they supposed to live deep in the Ruins, where no one can even get to? The Tangrowth are vine shepherds. I think they're harmless enough - after all, they can't seem to get past the ancient, repurposed city walls. Which is weird, come to think of it...those walls are built out of portions of the Ruins' outskirts. Anyway, us good honest hardworking folk don't worry about the vines none."

"My friends and I when we came here we fight against a Claydoll, but he escape." Then more questions came from Heart mind. "You say the vines don't came to close because of the wall. They have, magic or something or some story?"
Then another question came in mind. One that terrified him.
"By any chance, something odd happens before that attacks come? Like someone coming to the city or approach the ruins?"

Tangrowth Scene
"So no challengers for now...alright. And the timing of everything does suggest that the vines started growing around the time Kirlia had that vision...alright, I'll make sure to tell Dagny what I know as well as soon as I have a chance. Probably tomorrow. Now, if you'll excuse me, I need to get Kirlia to the Pokemon Center.

Hmmm...well, Nathan could probably handle rooming with this Fred. Maybe.

The department store...ugh. The last thing Nathan wanted to do was support Almanac. But trading shouldn't involve them in any way, so up to the roof he goes...
Luckily, he finds exactly the kind of person he was looking for.
"Yeah, I'm not a big fan of Steel types either. Poison's okay, but I'd much rather stick with my Psychic and Fire types, to be honest."
When Nathan sees what's in the bag, he almost can't believe what he's seeing. An eye rub later, and it's still there.
"Oh...so THAT'S your occupation of choice...hehe. I take it you've got a couple of those lying around then? You've got yourself a deal. Just be careful with Skorupi. I think it might be a little less cocky after my Kirlia beat it in a 1v1, but it was attacking trainers on Route 04."

Heart stop to ponder the information. If that's true the Claydoll live in the ruins, then that one we fight come from the Ruins itself! But then why that one came? Why now? That doesn't make any sense! Heart then decided to get a little more information.
"My friends and I when we came here we fight against a Claydoll, but he escape." Then more questions came from Heart mind. "You say the vines don't came to close because of the wall. They have, magic or something or some story?"
Then another question came in mind. One that terrified him.
"By any chance, something odd happens before that attacks come? Like someone coming to the city or approach the ruins?"
"The story of the wall is this:
There was a city the King didn't like, one sort of like a modern day suburb, only it was a suburb of the King's Castle, where Sarimanok sat on a throne of Charizard skulls, which is now the Skull Ruins. King Sarimanok broke that suburb into little bits and paved Route 04 with the rubble. The northern border of Stair City is also part of that rubble."
"Brother, people are always coming to this city. People almost never go to the Ruins, although I think some researchers were just there. They were in the Building Yard here just before that, working on some kind of drill-looking thing."

The story doesn't help much but the last thing he say about researchs...."That researchs wouldn't be Almac researchs would be?"

Hmm. That bring the pieces together. A theory is forming in Heart brain, but he must join with the others to tell the information he find. "When I got the chance I will do that. Sorry to keep your time my friend. Oh, I almost forgot. Since I use three Pokemon in that job, I think I received the promise items correct? And also, you tell something you might reward Pokemon too correct? By any chance you have something to make my Axew a little less grumpy? Gustav was need keep Axew to not cause problems so I would like something to cheer up my dragon Pokemon. Or something to reward my Clauncher.
Mechanical: When get the items, go to the poke center to find Ventus, Shiva or Valder.
