No, you can only switch during the one switching phase. There is always a round of combat between every switching phase.

Yeah, that's going to be rather strong.  A 4 power STAB move with a 3D6 Confusion chance...fun.  Heal Pulse, Dragon Pulse, and Aura Sphere are also going to be pretty dang amazing when Clauncher finally evolves...
