Guys, gonna stay offline today. My internet is bugging in my computer all the time and I already try to reset many times...sorry people but I will not participate from the rest of this day...

Iron, if I recall Flare Blitzs has a 3D6 Chance of inflicting Burn 3, so that could have rather drastic impact on Raphael or the Breeder's choice in using that Move.

This is a sorta dumb but fun question, but could a living Dwebble use on of these Shiny Shells as its new home/form of protection? I imagine if they can they would probably be thrilled, given the flashiness of it. Also, if they evolved while it was on, would their giant slab of a shell be shiny too?

Yes to the first question. The evolved shell would have a strata of shiny in it, I guess! Maybe that's part of why they are valuable.

Probably so, given how much a given person/Pokemon like to stand out/look good in society. Its how beauty product and fancy wearable items sell so well, after all!

You can certainly have both in the games.

I think they should stack. Both because they stack in the games, and because they're technically 2 different effects since one of them can't hit flying/levitating pokemon unless some special effects/items are in play.
Do I think it's OP? Kinda, yeah. It's why most competitive teams at least have SR at the minimum, though, and why Spikes stacking was so dominant in gens 2 and 3. Chipping off HP every time your opponent switches is an amazing effect, particularly if you take off 10-25% each time. Of course, it's less effective in pokerole due to the nature of multiple actions, but immediately forcing (almost) all of your opponent's pokemon into -1 Pain range is still fairly strong.
Considering that 2 HP is going to be 20-25% of most fully evolved pokemon's health (the 8-10 max HP stuff), it seems mostly in line with what's possible in the actual games. 3 layers of spikes is 25% to grounded mons, SE SR is 25% to types weak to it.
The fact that the entry hazards were nerfed in pokerole means you have stack both SR and Spikes to get the most out of it, whch vastly promotes variety in team composition. Which I think is a great thing. Spikes is also a rather rare move, all things considered, and most SR users are going to be Rock and/or Ground types of some variety with the limited TM compatability.
In short, it's a strong combo, but few trainers are going to have both on a single pokemon. Forretress is one of those rare pokemon that can do it because entry hazards are kinda their sole niche. I think it's fine for the moves to stack with each other, but not themselves.

Also, on the note of Flare Blitz, since the graphic conflicts with the text, I definitely think it's the text that's correct in this instance. The general trend for chance dice seems to be the move gets 1 CD for every 10% chance of the effect proccing in the games. FB has a 10% burn chance in the games. There are exceptions to the rule (like Tri-Attack and, for some reason, Razor Shell. I seriously don't think RS needed to be nerfed and lose its main niche.), but that is what the general trend is.

If we only consider Level Up Moves and Breeding Moves, and not if a Pokemon can learn a Move via a TM, then by my count only Skarmory (learns Spikes naturally, can likely learn SR due to being Hazard centric like Forrestress/probably learn as a Surprise!) the Ferroseed Line (Learns Spikes naturally, hazard centric like Forrestress/Skarmory/learn as a Surprise!), the Dweeble line (learns SR naturally, can learn Spike via breeding/probably as a Surprise!), and the Forrestress line can learn both SR and Spikes (+ Toxic Spikes, in Forr.'s case!). Omanyte could possibly learn both + Toxic Spikes if breeding and SR TM were allowed on it, Shelmet, Venipeede, Trubbish and Frogkie line can learn both Spikes and Toxic Spike via their level and/or breedsets, Shuckle can learn Sticky Web and SR via breeding/TM, and Smergle can learn them all due to Sketch, just to name some other notable hazard combo users.
All in all, their's a fairly limited amount of Pokemon that can utilize multiple hazard Moves , and that's only if Breeding Move and TM usage are allowed/given for them on a case by case basis. Therefore, I believe their's strong support for allowing different hazards to be stacked with each other (Not with themselves), since it takes either a rare/unique Pokemon capable of learning multiple Hazard Moves or a coordinated effort by 2 or more common Pokemon with different Hazard Moves to lay them in conjunction, and Multiple Actions stretched over time as a result.
