I'm pretty tired and don't really have anything to add at the moment until being spoken to or such, so before sleep gets the better of me I'll leave it at that for today.

Checked out the descript of that Umbrella, and more or less became instantly uninterested in it after seeing the 'Not Legal In Modern Time League Battles.' An Item isn't fully good if it has a glaring drawback or is rather situationally useful (Berries are exempt from this), and not being able to use a Held Item in a large subsection of all of Pokemon Battling Encounters is a pretty nasty if you ask me. I have to wonder WHY the League bans some Items but not others, and on what grounds/metric they use to do as such, since it makes those normally neat things a liability. From a gameplay perspective, I also don't understand introducing Items with that provision, since it basically make it useless when you want it and tedious to manage.
I'd still take them if my chara. comes across one, but I'd sooner sell them off to get me Items that are more broadly applicable than have them crowding mine or other Charas. inventories.

It's because the League's job (well, one of them) is to standardize everything in battles, particularly since League positions are tied to governmental ones. The umbrella might not be acceptable in official League formats in the present time, but it's to ensure that nobody has an unfair advantage over anyone else in official League hosted battles.
If your opponent is fine with letting you use unique, weird items like Eternally Gold, the Necklace of Serenity, or Electruxo's Umbrella, you can go ahead and use them. Like in Dagny's gym battle for example. Or any battle with random trainers that don't mind bending the League rules. OOC, you're only required to follow League battle rules in official League battles where they're enforced. Ventus certainly used the NoS in his fair share of standard random trainer battles, no? (Vs Flareon comes to mind)
If you're not in a League hosted battle/tournament and/or your opponent is fine with bending the rules/you're in a battle where you're free to do anything to secure victory, go ham with wacky items!

I don't think Wierd but Useful and/or Gestalted Held Items (Like NoS for the former, and E.U. for the later categories) are 'unfair' advantages, but if the League what to ensure standardization over competitiveness, so be it. Now that I think about it, me own person opinion now is that the Gov./Law and League would be seperate but equal institutions and stick to doing their own thing well, but if a consuladated powerbase works wonders in Iron's universe, who am I to complain?
Originally, the Necklace of Serenity actually didn't HAVE that 'Cant be used in League Battles' quality, and that trait was only added later on sometime in Stair City when everyone was challenging Dagny for some reason or another. Using the NoS used to be entirely consequence free besides it surpressing the Pokemon's original ability (Which Apsis was more than willing to do in order to give her various Bite/Fang Moves a bit more chomp*, and I'd/her happily used it so much and gotten used to it that by the time that rules update was dropped, NOT using it was unthinkable. I was miffed to see it being nerfed, but I just accepted it at the time since if Iron decided to implement/introduce that rule, arguing about it wasn't going to do nuthing but waste time.
My issue is that I don't want to have to constantly micromanaging my Held Items, either by checking to see if I can use it in a given situation or not or having to find/not find a substitute Item for a Weird Item Holder to replace it if I can't get away using it. At this point in time, I'd much rather have an Item that is broadly usable and less impressive in effect (Like those STAB Boosting Items) than something like the E.U. , since I can set and forget with the former and not fiddle about as much with the later. Plus, I just don't like the thought of using limited/disadvantageous Items unless they are THAT good.
These is just my opinions I wanted to state for the record/everyone's sake so that I don't surprise them if/when I sell/willing squander Unique Non-League Sanctioned Held Items Terra finds, and I don't mind if you disagree with me at all!

There are non-League administrations as well. It's not a criminal offense to use the NoS in battle, but it's League-sanctionable. The Creshire League has grown in power over time as Pokemon become more fundamental to civilization, because they have the incredible power of revoking a Trainer Card. Wars have been fought over it.
That distinction won't ever come up in the campaign, because this is a game about Pokemon and their trainers!

In gameplay/consequence terms, being Sanctioned is just a few steps away from getting caught doing something illegal imo, since both put black marks on your record you can practically never remove AND have to pay out the nose in fines. I should know, since I got to be one of the first lab rats that demonstrated what being Sanctioned truly entails , which ruined my plans for a Scizors and had me get Lucifer as a way of covering my losses (I LOVED my little devil, but that's not the point here) AND gave me/Ven an utterly paranoia/suspicious of the Cheshire League Authority (for if the bad guys can sick them on you, can you really rely on them?). It may not be illegal to use Weird Items in League Battles, but when you're slapped with fee and branded for it/denied certain privlages and/or options, it sure feels the same....
Wait, Revoking a Trainer Card is that big of a deal? Now that you brought it up, what's so critical about it that WARS would be waged to have it?
