@Spiritmon, who do you intend to teach those TMs to?  Rule #1 with obtaining TMs: check their compatability with the GM before purchasing them.

Swords Dance and Shadow Claw for Rose for more power and coverage against Psychic Types and Ghost, Koa for coverage against all fairy and Ice Beam for Gustav for Coverage against Grass types. I have think about the right moves to teach.
Kogeki currently ability to active in battles: Anticipation.

None of those are listed in the rulebook for those 4 pokemon species, Spirit.  They all need GM approval before you can teach them.

On Bulbapedia and Serebii, yes.  But Iron is restricting most pokemon movepools to what's listed for them in the book, which means they only have access to their level up moves, the listed ? moves, and any exceptions Iron makes.

Refer to the book primarily in the Skull Ruins campaign when it comes to movepools, not Bulbapedia and Serebii (or similar).

Yeah Bulbapedia is irrelevant as I keep telling you.

Koa has Counter as a ? move, so that would be a great TM for him. He can also learn Swords Dance and Dragon Pulse using a TM instead of XP.
Clawitzer could learn Dark Pulse, which is quite good. Saves you 57 XP.
Rose can learn Endure or Acrobatics
