Yeah it has to be even between Doublade, Gustav, Quetzal, and Trevenant. 20 XP to each. This is important because using more Pokemon in a battle makes the battle easier. However, when you talk to Corporal Wake, he'll have something for Doublade, FYI.

Wouldn't it be 16 exp each for Heart's involved pokemon since Honchkrow was also involved in the battle, making it a total of 5 participants?

Corporal Wake is the officer assigned to Trillium Town (and the guy who just arrested Cosh), @Spiritmon.  He asked to talk with Heart about something after we beat Deoxys.

If I may make an alternative suggestion, why not just work together on it right from the start instead of making two separate attempts?  More good reasons to go generally means better odds of getting the necessary permissions.

That's very agreeable and fine, you just have to follow Shiva in that case because there's a second matter for why she's approaching a League Representative. If they can't help, we'll meet up with Dagny.
