Maybe if one of us took a Secret Power TM or somesuch?  That's another universal TM.  Its effects are more dependent on the surroundings rather than the individual, but aiding nature's been a big deal in this campaign, too.

Natural Gift is another universal TM (though maybe Shiva's taking that one, Nature Power, or Secret Power?)

...failing those, there's also Hyper Beam and Giga Impact for Nathan...hmmm...dang it, I'll need to think this over...I know I want the TM to be teachable to most (if not all) of his pokemon, though...

Well, after a quick research I discover 3 other universal TMs choices: Mimic, Secret Power and Natural Gift. You can choose those without problem. And if you combine Secret Power with a strategy of change weather with your Castform, the move could have the power you desire. Or if you for some reason took care of the Undead Charizard Egg, you could create a area of darkness with access to Secret Power with ghostly or dark typing energy.

And like I said, I have no problem in share Hidden Power with anyone. We are a party after all. And....I been a asshole for quite a long time and almost ruin the fun of everyone...including the master himself. So I want to make up for it this time for real.

Personally, I'm not too interested in Secret Power. If I'm getting a Attack Move as Terra's TM (Which I'm not, atm), it'd be Facade, since its an easy STR + 6 Move (So strong it beats out STAB ROCK SMASH as Michael's strongest Move) under Paralysis that can be taught to nearly all Pokemon (Which Melly can easily apply to anyone) and he doesn't mind the DEX drop in exchange. Combine it with a Pokemon that has Guts and/or Quick Feet, and you got yourself a real mean brusier in the making. Hard to compete with raw power like that in my eyes, really!

If you're looking for a near-universal TM that fits Nathan's character that isn't HP, then why not Return? Max Happiness on a Pokemon = and STR + 5 Move that is just generally all around useful, and possibly one that can be further modified so that it's empowered by other qualities too (Like Loyalty) via Surprises!.  Round's also good thematically too, and doublely in the case of Double Battles, since the Moves works both weirdly and wonderfully well in Pokerole (Remember your fight with Emily as Reiner).

Another couple of possible TMs to look at is Teleport and Mimic. The former could probably have a much larger teachable selection of Pokemon judging by how many Pokemon can learn it Gen 1, and the later is essentially a free Move of an enemy, which could come in handy if you're clever about what you copy.

Psych Up's also a good option, since the amount of Pokemon can learn that Move is also impressively large, and it can facilitate some rather impressive buff snowballing and the like for those that can utilize it well (Especially if those Psych Upper can also learn Baton Pass). Speaking of it, other buff Moves and Weather/Terrain setting Moves are also good choices for IP TMs, as they usually have a wide array of Pokemon that can learn them and are all extremely useful.

I wouldn't recommend any of the Hyper Beam Moves, though, but that's just me.

Mimic doesn't really fit Nathan's playstyle very much, tbh.  And Teleport is...well, not a battle move.

Return might be fitting, but I'd like something that's more universally usable instead of being dependent on stats that aren't in my control if possible.  (and Return TMs aren't exactly expensive in Creshire)

Round is very good, yes, though I'm not sure it necessarily fits Nathan as a 'signature move'.  I still have a Round TM sitting around that I haven't gotten around to using yet (mostly because I haven't had very many opportunities to use my only pokemon that can learn Round through leveling)

Weather's cool, but not essential to Nathan's playstyle unless he's using specific mons/teams.

Psych Up is also cool, yeah, and could lead to some interesting plays in a doubles situation, but it's not something I see myself using much.  (Same goes for Double Team, really)

Main reasons I'm looking at Nature Power, Natural Gift, Hidden Power, and Secret Power is because of how they draw on either the pokemon's inner qualities or the power of the surroundings. And of those, only Nature Power has a limited amount of pokemon it can be taught to normally.

Hyper Beam's just a cool move to possibly end a Round/Battle with. Kinda a last resort pick.

If you're looking for a Move of that thematic nature your describing but also fitting for Nathan as a character, why not consider Seismic Toss or Psywave? The both TM Move ala Gen 1 (man, that gen has the uncanniest things, eh?), and both reflect the personal growth of both the Pokemon and trainer (Collect all the Gym Badges, and you get a 8D6 Flat Damage Move, which is pretty friggen strong!). Seismic Toss in particular has a pretty diverse amount of Pokemon that can learn it before it stopped being easily tutorable past Gen 3 (going off Bulbapedia), and it can be rather easily argued that just about any Pokemon can learn the Move, so there's a Move for ya! 

However however, if those Moves ain't to your liking for one reason or another, I'd finally suggest going with a modified Psychic TM of sorts. Out of everyone else in the group and most other characters save the Mist Lord, he's pretty much the resident Psychic/Mental Prowess Trainer of the region, and the regular version of Psychic has a pretty wide list of targets that can learn it, so it can be reasonably argued that even more Pokemon could learn it within Iron's campaign AND it would represent him pretty well. As for thematics, awakening a Pokemon's latent mind powers and teaching them to use it combatively/technically seems to fit the bill of 'drawing on the Pokemon's inner qualities.' Finally, if I recall correctly you've been desiring strong Psychic STABs for several of Nathan's Pokemon, and getting Psychic that can possibly tweak to be better/more unique sounds like a right good way of fulfilling that missing niche.

If you end up with Hyper Beam, you might as well try to make it super duper strong via mod and also even more debilitating as result, as if you're going with a Recharge Move you want to maximize it's flashiness and effectiveness as possible before it gimps your Pokemon for who knows how long.

Natural Gift and is indeed an option of a personal and infinite TM for Shiva I'm very interested in due to her close bond with nature and 'ace up my sleeve'-style of battling. If I'm also fine to say that, I feel Nature Power does not really fit Nathan as a Signature Move, Secret Power out of the options you gave would do him better.

Okay, I think I've come to some sort of conclusion which infinite and personal TM I'd like for Shiva, there are 3 moves left between which I'm finally deciding on.

Regardless what she picks, she's going to guard the TM and not share the move between the others because of the signature-move-vibes she and me would like to keep. Before I finally decide, I'd still like to know from GM whether the Pokemon who are able to learn a move from the infinite and personal TM are determined by the corebook or by fitting and bulbapedia in this specific case as it influences my choice quite much.
